Meet Debbie Rose

ACTHS2014_120[4]Debbie Rose is an elected member of the Loudoun County School Board. She is a resident of Potomac Falls and has lived there for the past nine years. She and her husband, Randy Rose, have three children, Jack, Olivia, and William. All of her children attend Loudoun County public schools.

Debbie grew up in Southern California. She graduated from the University of California at Los Angeles with a B.A. in political science and earned her law degree from Drake University School of Law in Des Moines, IA. Debbie moved to Virginia when she accepted a position as a counsel on the House of Representatives Committee on the Judiciary.

Debbie and her family are involved in many activities throughout Loudoun County, including baseball, softball, hockey, basketball, flag football, lacrosse, piano, and swim team. Debbie and her family have attended McLean Bible Church for 16 years. In her spare time, Debbie enjoys running and participating in triathlons.

Developed and implemented federal legislative strategy for major entertainment industry association.

Assisted passage of U.S. public laws: Digital Millennium Copyright Act; Sonny Bono Copyright Term Extension Act; Digital Theft Deterrence and Copyright Damages Improvement Act; No Electronic Theft Act; American Inventors Protection Act; and Anti-Cybersquatting Consumer Protection Act.

Presented speeches and participated on conference panels on intellectual property issues including: piracy; state liability for infringement of intellectual property under the 11th Amendment; the Digital Millennium Copyright Act; and pending legislation.

Hosted and briefed foreign dignitaries, delegations and industry representatives on intellectual property law and federalism.

Integrated new technologies to engage conversations on emerging issues. Monitored blogs and news on technology and intellectual property issues. Posted blog responses.

Represented Judiciary Committee on congressional staff delegation to China in 1998. Led discussions with Chinese government officials regarding copyright law, enforcement, and piracy.

Served as Counsel on Congressional Delegations to Europe in 1999 and 2000. Advised Members of Congress on meetings with European government officials and industry representatives regarding intellectual property and technology issues such as piracy, encryption, data privacy, Internet taxation, WIPO treaties, government regulation of the Internet, electronic signatures, electronic commerce, and Internet domain name arbitration. Briefed Members of Congress in preparation for their testimony before the European Parliament on data privacy.

Responsible for monitoring and analyzing intellectual property initiatives and legislation, blogging on intellectual property issues, drafting white papers, grant requests and filings in government proceedings, developing and implementing organizational goals, and working with Congressional and Administrative offices and other industry associations.

Responsible for identifying and monitoring legislation, visiting Congressional offices, attending hearings and markups, drafting and preparing legal memorandum and position papers, developing and implementing strategies to achieve legislative goals, attending political events, and working with other industry associations.
